Global Legal Elites Join Forces to Support Shenzhen Enterprises’ Global Expansion

On November 6, the Legal Services Center for Shenzhen Entrepreneurs and the Malaysia–China Lawyers Exchange Seminar was successfully held at the Bamboo Dream Hall of the Shenzhen Entrepreneurs Service Center. As a continuation of the “2025 Shenzhen Entrepreneurs and Global Law Firm Delegation Exchange Seminar” held on October 21, this meeting focused on the core themes of “Resource Connectivity, Compliance Empowerment, and Collaborative Development.” It brought together legal elites from both China and Malaysia to conduct in-depth discussions on key topics including Malaysia’s investment environment, innovation in cross-border legal services, and the formation of overseas legal service teams for Shenzhen enterprises, thereby building a professional legal collaboration bridge to support Shenzhen enterprises in their “going global” strategy and continuously advancing the development of an overseas legal service system for Shenzhen businesses.

Setting the Tone at the Opening: Anchoring the Core of Collaboration
Dr. Chan Sai-keung, moderator of the event, Co-Chair of the Organizing Committee of Global Legal Summit 2025, Head of International Affairs of the Hong Kong Association for External Friendship, and Senior Partner of Or & Partners, precisely identified the pain points faced by enterprises in cross-border development at the opening. “With the deepening of the Belt and Road Initiative and the accelerated development of the Guangdong–Hong Kong–Macao Greater Bay Area, the scale of cross-border investments by Shenzhen enterprises continues to expand. However, differences in commercial rules and compliance requirements across jurisdictions have become a major obstacle for enterprises seeking to ‘go global.’”

Dr. Chan emphasized that following the October 21 exchange seminar, which gathered 58 top legal experts from 10 countries across four continents and the Greater Bay Area, this meeting once again convened global legal elites not only to break through regulatory barriers and address practical corporate concerns, but more importantly to build a “normalized international legal collaboration network.” “Through this network, we hope professional legal services will become both a ‘safety shield’ and a ‘navigation compass’ for Shenzhen enterprises’ overseas expansion, helping them operate compliantly and grow steadily in the global market.”
Two-Way Sharing: Interpreting Opportunities and Strengths

Mr. Rodney Koh, Partner of Malaysia-based law firm Azri, Lee Swee Seng & Co. (ALSSCO), was the first to share. He provided a detailed introduction to Malaysia’s favorable investment environment: as the geographical center of ASEAN, with close Malaysia–China relations, a diversified economic structure, and a well-established legal system, Malaysia offers broad opportunities for Chinese enterprises in sectors such as semiconductors, new energy, and healthcare. He also explained key policies including 100% foreign ownership allowances, tax incentives, and intellectual property protection, as well as ALSSCO’s professional capabilities in corporate mergers and acquisitions, energy and resources, and cross-border dispute resolution.

Mr. Koo Kwong-fai, Senior Managing Partner of Or & Partners, shared insights on “Cross-Border Legal Risk Prevention and Control.” Drawing on years of practical experience, he offered actionable advice for overseas investment from perspectives such as governing law selection in contracts, cross-border dispute resolution mechanisms, and multi-jurisdictional compliance coordination, emphasizing the critical role of collaboration between Chinese and foreign lawyers in reducing cross-border operational risks.

Lawyer guests from the Shenzhen Entrepreneurs Legal Services Center then took the stage to showcase local strengths. Mr. Zhu Mancheng, Director of Guangdong Zhongju Law Firm; Mr. Tang Zhifeng, Director of DeHeng (Qianhai) Associated Law Firm; Mr. Zeng Jianyong, Senior Partner of Guangdong Weilun Law Firm; Ms. Li Jiarui, Director of the Young Lawyers Committee of Beijing Dongwei (Shenzhen) Law Firm; and Ms. Li Lifang, Head of International Business at Wanshang Tianqin (Shenzhen) Law Firm, respectively introduced their firms’ service advantages and successful cases in areas including overseas market entry for enterprises, criminal compliance, commercial trusts, cross-border investment and financing, and foreign-related dispute resolution. Among them, Ms. Li Jiarui shared practical experience in providing Malaysia market entry services for a Suzhou manufacturing enterprise, while Ms. Li Lifang, drawing on her multiple visits to Kuala Lumpur, introduced the cooperation foundations between Shenzhen law firms and Malaysian local institutions, highlighting the professional depth and international vision of Shenzhen’s legal services.
Precise Matching: Establishing a Normalized Communication Mechanism
The meeting then entered the resource matching and thematic discussion session. Participating lawyers engaged in lively exchanges on practical issues of common concern in cross-border investment, including land ownership, equity structures, director appointment requirements, rules of origin, halal certification, labor regulations, applicable law and dispute resolution, and data compliance. Malaysian lawyers provided on-site responses to compliance questions raised by Shenzhen enterprises operating in Malaysia.

During the core discussion session, Ms. Liao Lijun, Executive Secretary-General of the Shenzhen Entrepreneurs Legal Services Center, along with members of the Center’s Executive Committee, and Dr. Chan Sai-keung’s team representing the Global Legal Summit platform, held in-depth discussions on the formation of a “Shenzhen Entrepreneurs Overseas Legal Services Team” and reached a basic consensus. All parties agreed that the service team should integrate legal resources from both China and Malaysia, focus on the legal needs of Shenzhen enterprises’ overseas investments, and provide full-cycle services including “pre-investment compliance assessment, in-process risk prevention and control, and post-investment dispute resolution.”

This meeting not only opened a collaborative channel between the legal service industries of Shenzhen and Malaysia, but also marked a critical step forward in the construction of an overseas legal service system for Shenzhen enterprises. Looking ahead, it will inject stronger professional momentum into the cross-border development of Shenzhen businesses and help enterprises move forward steadily and sustainably in the global market.
