On October 20, 2025, marking the 35th anniversary of the promulgation of the Basic Law of the Hong Kong Special Administrative Region, the “Global Legal Summit 2025” International Legal Summit Forum was held. The forum was strongly supported by K.O. KOO & PARTNERS as the principal supporting organization, organized by the Hong Kong Belt and Road International Research Institute, co-organized by the Hong Kong Association for External Friendship, and co-organized by the Hong Kong Basic Law Education Association and the Hong Kong WTO Research Centre. The event brought together more than 50 senior lawyers and legal experts from Malaysia, Indonesia, Singapore, the Philippines, Thailand, Timor-Leste, India, Dubai, Nigeria, Latvia, the United States, and multiple cities in Mainland China to engage in in-depth discussions on related topics.

The forum was themed “Global Legal Experts Explore Pathways for the Guangdong–Hong Kong–Macao Greater Bay Area to Become a World-Class Bay Area,” with a focus on the core issue of “How Hong Kong Can Join Forces with Chinese Enterprises to Go Global and Develop Belt and Road Markets.” Professor Ma Shih-hang, Chairman of the Hong Kong Trade Development Council, shared his insights at the welcome luncheon.
The forum opened in a grand and enthusiastic atmosphere. During the keynote address session, Professor Wang Guiguo, President of the Hong Kong Belt and Road Research Institute, Academician of the European Academy of Sciences, and Member of the 12th and 13th National Committee of the CPPCC; Professor Priscilla Leung Mei-fun, Deputy to the National People’s Congress, Member of the Hong Kong Legislative Council, and Founding Chairman of the Hong Kong Association for External Friendship; Dr. Cheung Kwok-kwan, Deputy Secretary for Justice; Mr. Liu Chunhua, Director of the Legal Department of the Liaison Office of the Central People’s Government in the Hong Kong SAR; and Mr. Yeung Kwan, Vice Chairman and Managing Director of the Sun Hing Group, Member of the 13th National Committee of the CPPCC, and Chairman of the Hong Kong Textile Council, delivered speeches in succession. From perspectives including policy, practice, and international outlook, they affirmed Hong Kong’s unique role in connecting the Mainland with global markets and emphasized the importance of legal cooperation for the deep integration of the Greater Bay Area and the steady and sustainable advancement of the Belt and Road Initiative.

In the subsequent breakout sessions, participating experts engaged in in-depth exchanges and intellectual discussions around three core topics: “Opportunities and Challenges for Chinese Enterprises Expanding Overseas through Hong Kong: Dispute Resolution in Belt and Road Business,” “Commercialization of Artificial Intelligence and Legal Challenges,” and “Strategic Philanthropy and Family Succession.”
The gala dinner further featured insightful sharing by Professor Wang Guiguo, President of the Belt and Road International Research Institute; Mr. Nicholas Ho Lik-chi, Commissioner for Belt and Road of the HKSAR Government; and Sir Gordon Wu Ying-sheung, Chairman of the Hopewell Group, adding further distinction to the forum.

Under the principle of “One Country, Two Systems,” Hong Kong enjoys a unique rule-of-law environment and strategic geographical advantages. This landmark event vividly demonstrated Hong Kong’s role as a “super connector” and “super value-adder.” Through this high-level dialogue platform, we aspire to pool wisdom, build consensus, jointly explore the vast potential of the Guangdong–Hong Kong–Macao Greater Bay Area, and provide strong legal support for high-level cooperation between Chinese enterprises and global markets.
After the forum, the Global Legal Summit arranged for an overseas lawyers delegation to visit Shenzhen, where they met with the Shenzhen General Chamber of Commerce and the Qianhai Authority, and then traveled to Zhongshan for professional exchanges and site visits. Through these field visits, overseas lawyers were able to gain a more intuitive understanding of the vibrant development momentum of the Greater Bay Area.
